The project included a Form-Based Code and massing guidelines for three areas for downtown: Main Street, a new Mixed Use Corridor District, and a new downtown neighborhood with corresponding massing guidelines. The existing downtown pattern was analyzed to inform the Form-Based Code for the Railyard. Unique elements including building height, massing, scale, frontage type, parking location and solar access were addressed. The Code was developed through a public process and received a State of California Sustainable Communities Grant.

RPP was the lead consultant and led the process with research and workshops, working with staff and Council to draft a sustainable redevelopment strategy and master plan with an implementing Form Based Code and design guidelines.
