The CEP is designed to encourage revitalization projects in downtown areas around Lake Tahoe that demonstrate substantial environmental, social and economic benefits. The program provides incentives for mixed-use development projects on existing disturbed or under-utilized sites. The CEP is competitive and is designed to encourage the “best” projects that will demonstrate the desires of the community captured in the Regional Vision.

RPP developed the Community Enhancement Program to implement the Regional Vision for revitalized mixed-use centers. The program was built around the LEED standards for neighborhood design pilot program and adapted to incorporate Lake Tahoe’s environmental thresholds. RPP reviewed current policies, programs, regulations and projects against an analytical framework to better understand the opportunities. The assessment included interviews with key staff, County Supervisors members and community stakeholders.
